WhatsApp is testing notification bubbles to keep conversations accessible at all times. The upcoming WhatsApp notification bubbles feature will let users jump into chats from any screen without switching apps, much like Messenger. Incoming messages appear as small floating icons that can be expanded into a compact chat window, making multitasking far more seamless.
WhatsApp is Testing Android 17 Notification Bubbles
According to the latest report by WABetaInfo, WhatsApp is testing notification bubbles on the Android version of the app. This will work similarly to the Android 17 Beta 3 multitasking app bubbles. Whenever the user receives a new message, it will show up as a circular bubble icon. Then, the user can simply tap it to open the chat in a floating window and continue the conversation from there.

Once the user is done, they can dismiss the bubble or hide it in the bubble again. While the feature is made by WhatsApp, it is still system-dependent. That is why the platform is planning to roll out this feature to Android 10 or later devices with limited features. Moreover, since Android 17 will anyway have native support for app bubbles, this won't be a problem.
The image shared by WABetaInfo also shows a "Plus" button, suggesting that users can open another chat from the bubble itself.
Notification bubbles on WhatsApp are currently under testing, and there is no word as to when it could start rolling out for everyone. But given the timeline of previous WhatsApp features, we can expect notification bubbles to roll out for everyone somewhere around a few months later.
